I don't know the exact answers, but I will share some guesses:
The "...Oserver/ crucificiongirl..." board was set up by a Japanese moderator from the "livedoor/ futaba" board. There had been a number of European/english-text viewers posting, and either the pictures or the use of english on their japanese board really bothered some of the japanese posters. The moderator set up the "Oserver" board as a location to separate the 2 groups.
Something happened with the Oserver board, and it is down. I would guess that setting it up again really isn't a high priority for the one japanese moderator (who went out of the way to set it up before). That could be very reasonable. It felt like he may have been doing it as a peace-keeping gift. The board might not get fixed.
The "livedoor / futaba" board is the better source for anime crux images. The Japanese captions & comments can be (very roughly) translated by the "Babelfish" webpage.
In the last month "Livedoor/ futaba" has been being attacked by someone posting child pornography to the board (about once a week). The moderator perhaps doesn't look in every day, and so that non-topic material may stay posted for 2 or 3 days (and then it is discovered and cleaned out). I don't know about Japan, but that is a way to make USA and European viewers cautious about looking in (in fear of images staying in their computers). It is a crude, and effective 'dirty trick' to keep cautious viewers away. It may be an attack on the english language users, but more the porn-posting feels like an attack on the crux theme of the board.
Just this evening, I see that a 'troll' is posting on the "futaba" board, in english (on a japanese board!), objecting to the cruxed women in Hufken's posts. The poster talks of the images indicating sickness, but to me it feels like the troll may see crux as only a religious image and is religiously offended. Or maybe those posts are just the usual: a troll being a troll!

This troll sounded a bit different. The rants (several of them) were more focused on a moral (or maybe religious) objection to the images. It just didn't sound quite the same as the 'masked' poster you are thinking of.
