It's a Russian plane (I assume) on display in Russia (or in that area), so why is the 'experimental' on the outside of the wing is in english?

Its at the Belorussian Air Museum in Minsk.
The Narushevich EW-555. Intended to replace the Antonov An-2, the Soviet Union collapsed and funding was cut off before the prototype could be completed. Private funding was found and the prototype was first flown in 2004. It proved to be surprisingly good, needing only 150m of runway to take off and being very stable in crosswinds. However, no production models have followed.
