Oh yes indeed, the very efficient, and often overlooked torture tool.... the simple wire brush being put to good use.
It would be even more effective after the feet have been 'warmed up' a bit.

These are the best I can do on short notice.
Not exactly shoes, but easily made into slave
sandals with a few well placed straps.
Punishment shoes for slaves who try to run away.

This one is lovely. I'm a big fan of predicament bondage like this. Would be even better with the pins spread around more evenly and glued to the floor so there's no way to tip them over. And with the victim's hands tied to a rope that's attached to the ceiling.
Stand on your tiptoes until the calves can no longer handle it. Pull yourself up by your arms. Relax the arms when they're too tired and bend your legs instead, swinging in the air. The legs can't stand it too long either. Straighten them, desperately trying to find a place on the floor for your toes that doesn't have pins sticking out. Ouch! Ow! Finally found it. Tiptoes again. Your calves are shaking. You yelp out again: you accidentally lowered yourself and a couple pins pricked your soles. You try to stand up again. Pull yourself up.
Looks like a beautiful dance of pain to an outside observer. Wouldn't want to be stuck in this position
