It is not clear why the Cossacks dressed in the uniform of Turkish army soldiers from the Balkan War of 1877-1878.
Most likely, the picture depicts an episode of the Turks' massacre of two Bulgarian women during the Arel uprising of 1876 in Bulgaria, which was brutally suppressed by the Turkish army and administration.

You must be right ! In calling them Cossacks I was following the auction website, but the Ottoman option is more in keeping with the abundant art production on the subject...

Here is a drawing from that time, which depicts the actions of Turkish regular troops in the Bulgarian village of Batak. It is this village that is known as the place of brutal massacres.The figure shows that the uniform of the Turkish soldiers is the same as in your example. A distinctive feature is the fez (red headdress).

That's the man himself, and it's frustrating that so little of the album has been scanned. There oughta be a law....

To describe Sieben as an utterly depraved and completely bonkers polymorphous pervert would be a massive understatement. One can only wonder how he kept a steady hand while drawing. Aside from its lovingly detailed portrayals of mass rape by Trukish forces Balkangreuel is notable for its meticulously accurate depictions of military uniforms and peasant costume. It's beyond the stomach of most porn forums but readily available on wikipedia and major auction sites.
Sieben was obsessed by uniforms, shoes, lingerie, bicycles, racehorses and torture. Some of his work is so bizarre it defies categorisation: women in military garb and lingerie riding giant shoes in the sky over a prostrate man? Is there even a name for that one?

Did I mention torture? Some of these came up at auction recently and, unattributed, went for silly money.
