I can't remember whether we had this scene before -- a judicial whipping and branding scene from Russian TV, along with being shown the hanged corpse of her boyfriend/accomplice. The setting looks 18th century, and possibly German. It ends with expulsion from the town, which would correspond to the German penalty of Staupenschlag. I suspect @elephas will be able to place the scene.
Edit: I have just noticed that although the clip is watermarked Russian TV, the original language is French (with the usual bad Russian overdubs).

This is a short trailer from a Russian spanking site, Roughman. Judicial bare bottom strapping in a 19th century rural Russian setting -- I presume the girl is being punished for cross dressing. Haven't seen the full video, but this is a nice setting which looks more convincing than most of the fetish sites.

I cannot identify this film, but the events take place in France in 1747. The judge reads out the verdict to the girl: "Marie Tromel, you were found not guilty of theft, but found guilty of complicity in the sale of stolen goods. The court sentenced you to public whipping in the market square of Rennes, five lashes, and branding with the letter "V" (voleur, thief)."

Harsh Martinet is absolutely right. This is Marie-Louise Tromel, known as Marion du Faouët. The 1997 film is called "Marion du Faouët: Chef des Voleurs" ("Marion du Faouët: Leader of Thieves").

Thanks, @Harsh Martinet and @elephas -- now that you have given me the same,I have found the full version of this TV mini series (in the same Russian-dubbed version and same quality as the cut scene I had previously found) and see that Marion makes a return visit to the same gallows at the very end, following a (non-explicit) torture scene. This time, she is the one getting the noose!
