This is probably the result of the peculiarities of translation from Russian into English. In Russian there is a word "дыба". This is the most common torture in Russian torture practice. The shape is exactly strappado.
The Russian executioners did not use the stretching machine or Austrian ladder that is familiar to Westerners. Therefore, the word "rack" is absent in the Russian language, since the subject itself is absent.
