This is a caricature by James Gilray, one of the leaders in what was a great age for political cartoons in Britain. It's aimed at George Tierney, a Whig politician who'd these days be called a 'far left' MP, sympathetic, at least for some time, to the French Revolution.

This method of divination works because most flowers have odd numbers of petals so the count ends on "He/she loves me!" The plant monster here ends on an unfortunate "He loves me not!"

Then she pulls his pants down and finds the extra petal to pull off. "He loves me!"
