Looking closer, I think the horse is a wood laminate over sheetmetal, judging by the ends and the thinness of the wood. Also, I think the guard is Xyulo - wanted by criminal international court in The Hague himself!

I think it is a (boring) AI pic, so you cant expect a deliberate setting. Seems to be just the upper part of a police uniform.
