I agree, the assistant’s dress as well as the tortueresses’ attire suggest a sexual connotation. In this case, the maids attire speak of the servant girl fantasy.Their status is still servile but they revel in the instructions and participation in the brutalizing of the victim. It tends to suggest some sort of mutual complicity rather than real torture. It is much more scary and realistic when the torturess is fully dressed, preferably in a way which indicates power and authority and is in complete contrast to her victim`s naked helplessness.

Maybe, though from the victim's point of view (which I tend to take automatically!), if my tormentor is almost as naked as I am, but still free to inflict terrible pain on me, that adds to my sense of humiliation, it's a way of mocking my helplessness.

Also, again, the sexual theme. The tormentor can touch herself as the victim suffers or order her servants to service her while she administers punishments on the naked, writhing flesh of the helpless cunt before her. The welted flesh of the prisoner contrasts to the smooth, softness of the one who hurts it.
