For many years I used Paint Shop Pro. But only for photo enhancement, image stamps or watermarks. only a few months ago I started my manips (september 2014).
I have many versions of it (8 to 16). However, I remain always stuck at version 12. With this I get along best. When I'm at home. It is now very inexpensive. For a few bucks it is to get.

What´s the program I Need for ? I´ve tested some as Photoshop but they´re all to big and complicate for a simple and quick use.
For 2D I'm using "paint.net" (free). I also tried "Gimp" (free) but found it to complicated for my taste. Finally I have "ArtRage Studio" that try to emulate true painting (oil, water color,...). Not expensive and can be bought on "Steam".
