British Penal Colony - Van Diemen's Land, Australia 1810
Lucy Channing, a young convict recently arrived from UK, has made the mistake of resisting the sexual advances of a depraved senior officer in the British Army forces in charge of law and order in the colony. By way of retribution, he arranges to have her falsely accused of theft and assault. Lucy is sentenced to a barbaric public flogging administered in a highly irregular manner, specially devised by the sadistic officer to realise and satisfy his most perverted fantasies.

The blond could be Mongolian.
There are actually quite a lot of blond, blue eyed people in Mongolia. It's theorized they are the result of movement of Westerner along the Silk Road, intermingling with western Turkic people or captives brought east by the Khan's army or a combination of those factors.
