It does seem they are using the desciption '8-inch shell' rather loosely. I'm afraid a munition of actual 8-inch caliber would cause serious damage even prior to detonating, I mean in terms of loading logistics it's classified as "too much for one man to handle"It was 8" diameter ?

looking at the picure (and the hand size) it could be 8 inch in length.
