It's a well done manip, and furthermore, even the cruelest rulers allow their prisoners some fresh air from time to time (or once).

This time Xena was flogged in the main square in front of the citizens of Rome.
Caesar then declared the verdict over xena.

The Senate sentenced Xena to crucifixion in the main square of Rome.
Xena was crucify without nails just tied up because she could live for days on cross.
It was a great way to make Xena suffer and put her on display to citizens of Rome at the same time.
It was the determent the enemies of Rome.
