I always found the more interesting damsel in that particular scene her (screen) sister, played by Sammi Davis, being tied up in a strappado and cleave gag in the background, looking all tomboy-ish in short hair and a plaid shirt. You can just about see her in your image #3. And yes, the film in general and that scene in particular is truly dreadful, in a very Ken Russell way. Early appearances by Hugh Grant and Peter Capaldi (Dr Who to be) in it, too.
By the looks of her I'd say she predates the Bush presidency... I mean George H. W. Bush...

That's Pia Snow (aka Michelle Bauer) in "Bad Girls" (1981).
The reason I know this is the file name. The movb series was compiled back in the day when screencaps were a more practical way of collecting movie bondage scenes than video files. Each movb image had four screen caps plus a banner with the film title and actress name. Your version has the top cut off, but the complete ones are in this gallery:

Other movies she appeared in (acccording to IMDb) include "Holywood Chainsaw Hookers", "Death Row Diner", "Bimbo Penitentiary" and "Sorority Babes In The Slimeball Bowl-O-Rama". Apparently "Sorority Babes In The Slimeball Bowl-O-Rama 2" is currently in post-production, a mere 34 years after the original (but still starring Michelle Bauer). A life in dedication to B-movie trash!
