In general, where there’s bluish discoloration it means blood flow to the breast tissue is significantly restricted (think of a tourniquet) and though it might be pleasurable should be time limited to avoid serious damage.
Similarly, tight nipple clamps should not be left in place too long as they restrict blood flow. That’s why it’s so painful (or hurts so good) when they are removed - blood rushing back to oxygen-starved tissue.
The area should be massaged to help restore normal blood flow.
