Geena Davis in "The Long Kiss Goodnight"(1996). A pretty good action flick with Samuel L Jackson along for the ride. Directed by Davis' then husband, Reni Harlin. They got divorced in 1998. Great non-nude torture scene.

This scene also has a great bit of dialog:
David Morse (the bad guy): A woman's face never looked so quite beautiful as when it's distended in pain, witness the beauty of child birth.
Geena: Untie me and I'll make any face you want.

Nah it would have been the producers looking for the lowest possible age rating to fill cinema seats. You see this in far too many films, the clear intent is to allude to a nude scene but to keep the boards of film classification happy they stick underwear or worse a hideous onesie on the performer :doh:
