A continuation of an older scene:
Devirginizing the thief
Making sure no virgin is ever crucified is a time-honored roman tradition.

Petra believed they wouldn't the judge to dare and defy the gods and to crucify the innocent and the guilty alike.
It was all a bluff to get her to confess.
She knows the judge to be a very devout man, he will not go through with this.
Both sisters led out, and escorted to the southern gate
Her believe eroded more and more, the closer they came to the gate where the crosses were.
Passing through the gate the execution site comes into view, she begins to doubt her belief it is all a ruse.
Two beams in the grass waiting for her and her sister, a pair of standing beams towering above.
She sees her sister led to one of the lying beams and stripped of her clothing.
Guilt ridden Petra finally panics and confesses being the thief and declared her sister to be innocent.
To her horror they continued regardless, her sister screaming as the nails were hammered through her flesh.
She feels her own clothing being ripped of her body and forced on all fours.

The execution of an innocent woman is a small price to pay to insure the guilty serves punishment for her crime!!!

A proclamation pinned below the madams feet, warning everyone of the amended new law.
Overnight all brothels in the capital closed and some went underground.
In the end prices for paid sex went up a lot, so more women whored themselves, just more in secret.
Once in a while a careless whore was nailed up.
The king and his queen seemed pleased with the apparent success of this just law.

Yet, the good Lord, managed to take care of the crown, recognizing it's good intentions. The brothels, run by pious men, started donating the most of their profits to the most decent lawmen and judges. Which, voluntarily and without any prior agreement, paid a huge percentage to the crown . As for the amendment to the law, good Lord turned it to an excellent way of neutralizing various, disrespectful to the Divine, members of the nobility (and the others. They all went to the brothels).
