This is by Gottfried Sieben ("Archibald Smith") who created the notorious Balkangruel sequence (available in hi res on Wikipedia). This is one of a pair of original works which were sold unattributed at auction and went for a tiny sum!

These drawings were shared by the upper classes of society. Some noble ladies, frustrated by the flaccid cocks of their elderly husbands, fantasised about being raped by these hard exotic dicks.
