I agree that somewhere in all of this is a reasonably sensible concern. The problem is always in the implementation, often because the basic concern gets complicated with side issues.Yes, ideas of restricting access keep getting kicked around, but end up in the long grass of how they could be implemented.
In fairness, I think the main concern (at least, it's the story we're being told) is keeping kids away from sites like ours,
and if an intelligent way of doing that could be devised that respects and protects our own privacy as adults,
I'd be only to happy to go along with it.
